phpStorageSystem now does comments (and RSS feeds). It uses MySQL, like most PHP apps ;)
The new code is in CVS at SourceForge now. Anyone interested in using PSS as a community server, drop me a line and I'll walk you through the install. It needs usability testing - any volunteers?
On a semi-related note, b2 rocks. It's a very cool blogging program - all done in PHP and generating everything from a MySQL database. Easy to install, FAST and seems pretty stable so far. One to keep an eye on.
