Garth's test of PyDS 2.5.2003

Phew!

Just had a wonderful codefugue, in which I simultaneously helped someone nut out some TCP problems and filled the gaps hacking away at PyDS' StructuredText code. Once I can make Georg happy with the changes, we should be able to get inter-post references and a few Wiki-like tricks handled quite cleanly.

I've got to say, though, that I'm not looking forward to dealing with docutils>0.2. There seems to be a great deal that has changed.

Sending in more patches...
... these for handling setup.py options a little better (spotted whilst trying to use --help-commands), and fixing a problem determining HOME on XP (and probably Win2K) systems. Tune in to the pyds-dev mailing list for more detail.
